I like to just use Freewebs. I usually just upload my HTML. they also have a site builder. the one problenm is that they%26#039;ll take an image and tile it if it%26#039;s your background. (only in HTML mode)
Another good one is bravenet.They have tone of features.
I also used to use Yahoo!%26#039;s geocities, but i dont know much about it anymore. all i rember is taht it has a good visual site editor.
