Well, it depends on where are you hosting your site. Different hosts may allow different tecnologies. If that were not a concern, I would choice Java Servlets, JSP and some relational database.

You will need a server with php and mysql / sql services. I like hosting with shell access so you can edit files, chmod, and remove folder locally instead of through a program.
